The U.S. Virgin Islands is home to the longest running traditional lottery in the United States. By the late 1990’s, however, that lottery was losing money and was unable to fund important government programs. This was due to low play, illegal foreign lottery ticket sales, numbers rackets and other types of illegal gaming through illegal gambling machines. Southland changed that with video lottery for the USVI Lottery.
Southland or one of its predecessor companies has been a licensed video lottery operator since 1991.Southland was one of many companies vying to win the bid to implement and manage legalized video lottery operations in the U.S. Virgin Islands. The RFP was for an exclusive Government contract to place and operate video lottery terminals within retail establishments, resorts, and entertainment centers.
Southland won the bid and functions under the strict oversight of a unified, compliance-focused executive staff.
The entire operation was launched in 2003, following legislative approval. The outcome has surprised and significantly surpassed the goals of government officials. Southland has enabled gaming revenue to be taxed at the 1st level for Government and Retailers alike and has also provided a completely transparent, accountable Central Monitoring System (CMS) that can be audited with 100% accuracy.
The now very profitable USVI Lottery, funds vital government programs and players of illegal games have easily migrated to legal, regulated and taxed VLTs.
